Ministry rescinds decision to collect fines in some cases
They explained that the ministry has been waiving fines for people who traveled and returned with new passports by giving them one month of grace period before calculating fines. An expatriate declared that his passport expired over seven months ago and almost KD 500 worth fines were imposed on him.
However, he had traveled and returned after the New Year, and when he visited the concerned authority for the payment of fines, he was told he did not have to pay any fine. He indicated that the ministry has accepted responsibility for failure to update data of expatriates who returned to the country through land, sea and air borders.

I think Kuwait Ministry has to recall his decisions until two month if they are serious to update the passports records.
